Tara Toksu is an Associate of Health and Reimbursement Policy at Kimbell & Associates, where she supports clients on a range of federal health policy, reimbursement, and regulatory issues. Her work focuses on Medicare and Medicaid policy, coverage and reimbursement, and legislative and regulatory developments affecting the pharmaceutical and medical device industries.
In her role, Tara analyzes federal regulatory and legislative activity, including rulemaking and agency guidance, to provide clients with timely insights on evolving health policy issues. She monitors the Medicaid and CHIP Payment and Access Commission (MACPAC), including its policy discussions and recommendations to Congress, and conducts landscape assessments to support client pipeline development and preparation. Tara also supports the development and submission of public comments on federal health policy and regulatory proposals.
Prior to joining K&A as an Associate in 2025, Tara served as a Health and Reimbursement Policy Intern at the firm, where she researched Medicare and Medicaid reimbursement policies, drafted policy briefs, and monitored federal legislative and regulatory developments.
Tara holds a Master of Public Health in Health Policy from the George Washington University and a Bachelor of Science in Public Health from Florida State University. Her graduate thesis focused on strategies to reduce type 2 diabetes among Medicaid beneficiaries in Kentucky, for which she recommended piloting the National Diabetes Prevention Program through a Section 1115 waiver.
Originally from Florida, Tara enjoys spending time with her family, exploring Washington, DC’s restaurant scene, exercising, cooking, and reading.
