Laura Holland Kemper joined Kimbell & Associates as a Senior Vice President in 2025. She has nearly 20 years of experience in developing health policy and advocacy strategies on health issues. Laura has a broad range of experience having started in Washington, D.C. as a health care regulatory attorney at a national law firm representing clients with issues before the Centers for Medicare and Medicaid Services (CMS) and Congress. She began her career on Capitol Hill for former member, Representative Nathan Deal (R-GA), who served on the Energy & Commerce Committee. Laura was the Health Policy Advisor for Representative Tom Price (R-GA), who served on the House Ways & Means Committee and the House GOP Doctors Caucus. She also worked as Counsel focused on health policy for Senator John Cornyn (R-TX), who sits on the Senate Finance and Judiciary Committees.  After leaving the Hill, Laura worked at a boutique health care lobbying firm, where she led multiple client accounts with issues before CMS.  


Laura served in the first Trump Administration as a Deputy Assistant Secretary for Legislation and as a Counselor to Secretary Alex Azar, where she focused on discretionary health agencies, including the Food and Drug Administration, the Centers for Disease Control and Prevention, the National Institutes of Health, and the Substance Abuse and Mental Health Services Administration.  While serving at HHS, Laura worked on a number of legislative priorities, including FDA OTC Monograph Reform, opioids legislation, and the Pandemic and All-Hazards Preparedness Act.  Prior to joining K&A, she led federal legislative policy and advocacy for a large dialysis company. 


Laura holds a Juris Doctor degree and  a Bachelor of Arts degree from the University of Virginia.  She lives in Alexandria, Virginia with her husband, Craig, and three daughters.
