David Rudloff currently serves as a Senior Director of Government Affairs at Kimbell & Associates, bringing more than eight years of experience as a registered federal lobbyist to his work on behalf of the firm's healthcare and life sciences clients.
David joined Kimbell & Associates in 2017 following his tenure as a litigation paralegal at Covington & Burling LLP, where he supported complex pharmaceutical litigation involving ocular drugs, anticoagulants, and antivirals, as well as several white-collar investigations conducted in coordination with the Department of Justice. This early experience navigating high-stakes regulatory and legal matters continue to inform his approach to government affairs strategy.
At Kimbell & Associates, David has built a robust practice representing pharmaceutical and medical device manufacturers, working closely with leading trade associations including the Medical Device Manufacturers Association (MDMA) and the Advanced Medical Technology Association (AdvaMed). He regularly advocates on Capitol Hill on behalf of clients facing challenges with the Food and Drug Administration (FDA) and the Centers for Medicare & Medicaid Services (CMS), helping them elevate regulatory and reimbursement concerns with key congressional offices and committees. His legislative and regulatory portfolio spans a wide range of issue areas, from healthcare-specific priorities such as the Medical Device User Fee Amendments (MDUFA) to broader national policy vehicles like the National Defense Authorization Act (NDAA), a breadth of experience that reflects his ability to navigate both specialized industry issues and large-scale legislative processes.
David holds a B.A. in Political Science from Davidson College and an M.S. in Healthcare Management from Michigan State University. David was raised in Natick, MA and currently lives in Alexandria, VA.
