Jodie L. Lockhart

Jodie L. Lockhart, Group President of Government Affairs, has been with the firm since 2002. Ms. Lockhart focuses on the development, advocacy, and implementation of policies on behalf of life science and health care companies, through both legislative and regulatory means. She maintains strong relationships with members and legislative staff on the House Energy and Commerce, Ways and Means, and Appropriations Committees, as well as House Leadership offices. In the Senate, she works regularly with members and staff of the Senate Health, Education, Labor and Pensions (HELP), Finance, and Appropriations Committees.
Since joining the firm, Ms. Lockhart has advocated for policies relating to FDA regulation and oversight of drugs, biologics and medical devices; Medicare and Medicaid coverage and payment policies in the inpatient hospital, outpatient hospital, ambulatory surgery center, physician office, and dialysis clinic settings as well as Medicare Part D; health reform and implementation of the Affordable Care Act; the 340B Drug Pricing Program; and corporate tax policy. She has worked closely on the development of legislation impacting the health care and life sciences sectors over the past two decades including four reauthorizations of the Prescription Drug and Medical Device User Fee Acts, the Patient Protection and Affordable Care Act (ACA), numerous budget and appropriations packages, and many other key pieces of legislation.
Ms. Lockhart served as Executive Director of the Coalition for Dialysis Patient Choice from 2005 to 2007. In this capacity she managed all federal activity for the Coalition including submitting hearing testimony, building Congressional champions to support legislative and regulatory initiatives, and representing the Coalition in meetings with Members of Congress and their staff, as well as policy-makers within the Administration.
Ms. Lockhart received her Bachelor of Science, Summa Cum Laude from Vanderbilt University with concentrations in Economics and Mathematics. She holds her Master of Public Health in Health Policy from George Washington University. She serves on the Board of Directors of the National Kidney Foundation serving the National Capital Area and is an active participant of the Government Relations Committee.
