Jeffrey J. Kimbell, President of Jeffrey J. Kimbell & Associates, represents clients in the life sciences community

Three years after establishing his firm, in January of 2001, Mr. Kimbell was named to President George W. Bush's Transition Team Advisory
Committee for the U.S. Department of Health and Human Services (HHS). He was the only consultant to serve on the Committee.
Prior to establishing Kimbell & Associates, Mr. Kimbell served as the first Executive Director of the Medical Device Manufacturers Association (MDMA) from 1994-1998. While at MDMA, he directed all Washington policy initiatives on behalf of MDMA's member companies. During his tenure, the association grew from 25 companies to 130, an increase that can be directly attributed to a number of legislative victories, including passage of a landmark bill to overhaul the product approval process at the U.S. Food & Drug Administration.
In addition to the handling matters before the U.S Congress, Mr. Kimbell was also responsible for MDMA's interaction with state and foreign governments and federal agencies of jurisdiction on tax and trade matters. In this capacity, he worked very closely with both the U.S. Department of Commerce and U.S. Trade Representative (USTR). As the principal spokesperson for MDMA, Mr. Kimbell coordinated all communications with the media; the public and private financing communities on Wall Street and related venture capital firms; the U.S. Congress; the White House; HHS; and the FDA.
Prior to MDMA, Mr. Kimbell was a personal aide to former Senator Howard H. Baker, Jr. (R-TN) and personal attaché to former Secretary of State Lawrence S. Eagleburger in the Washington office of the Tennessee-based law firm Baker, Worthington, Crossley & Stansberry. While at Baker-Worthington, Mr. Kimbell tracked legislative activity for a host of Fortune 500 clients.
In June 2006, The Hill recognized Mr. Kimbell as one of the top lobbyists in the medical device field in its "Lobby League." Mr. Kimbell has contributed to or been interviewed by a host of trade and global news publications and television programs: Bloomberg's Business News, Bureau of National Affairs (BNA), Congressional Quarterly, Forbes, The New York Times, MX Magazine (also serving on their editorial board), Scripps-Howard, Reuters, Time, The Washington Post, Roll Call, Politico, The Food & Drug Law Journal, and many others. Mr. Kimbell has testified before the U.S. Congress and spoken before numerous industry groups, associations, and educational institutions.
In addition to Kimbell & Associates, Mr. Kimbell is Managing Director of Jackalope Real Estate, LLC (Park City, UT) and President of Magnum Entertainment Group, Inc. (Washington, D.C.).
A graduate of Southern Methodist University (SMU) in Dallas, TX, Mr. Kimbell earned his B.A. in Political Science. While at SMU, he worked for U.S. Congressman Sam Johnson (R-TX), a member of the House Ways & Means Committee, which has jurisdiction over tax, trade, and a significant portion of Medicare. Mr. Kimbell and his wife Jessica are avid sportsmen; fly fishing, hunting, and skiing at locales throughout the world when U.S. Congress is in recess.

Jennifer Vesey Rossman
Vice President, Government Affairs & Policy
Jen Vesey Rossman, Vice President of Government Affairs and Policy, brings a proven record of numerous bipartisan legislative accomplishments to Kimbell & Associates. She has an impressive level of experience and knowledge of how healthcare policy is developed, implemented, and influenced – along with a strong reputation of seeing legislation through from policy development to law, including legislative achievements in Medicare, Medicaid, public health, tax and pensions.
Prior to joining Kimbell and Associates, Ms. Rossman launched the D.C. office and led federal government affairs for a midsized biopharmaceutical company. Prior to that she was a senior policy advisor to U.S. Senator Rick Santorum, covering issues and legislation before the Senate Finance Committee.
Ms. Rossman's experience in the U.S. Senate includes working closely with Senate Finance Committee staff and key allies to significantly shape the Deficit Reduction Act (P.L.109-171) through successful committee and full Senate passage to target fraud, waste and abuse in the Medicaid and Medicare programs. On behalf of Senator Santorum, she secured key provisions to improve dialysis treatment, expand colon cancer screenings, and protect inpatient rehabilitation facilities and other healthcare providers from Medicare payment cuts.
Of her long list of professional accomplishments, Ms. Rossman is especially proud of her efforts on behalf of those affected by Autism Spectrum Disorders. She worked directly with Senate HELP Committee Republicans and Democrats to manage development of bipartisan consensus public health legislation – Senator Santorum’s Combating Autism Act – achieving unanimous Senate passage, and final passage into law (P.L.109-318).
Ms. Rossman is also a former healthcare executive with a decade of experience in strategic planning for health systems across the country, and holds Master’s Degrees in Healthcare Administration and Political Science from the University of Iowa, and a Bachelor of Arts in Political Science from the University of Northern Iowa.

Jodie Low Lockhart
Vice President, Government Affairs & Policy
Jodie Low Lockhart, Vice President of Government Affairs & Policy, has been with the firm since 2002 and maintains strong relationships with members and legislative staff on the House Energy & Commerce and Ways & Means Committees, as well as Senate Health, Education, Labor & Pensions (HELP) and Finance Committees. Since joining Kimbell & Associates, Ms. Lockhart has lobbied on many important pieces of legislation impacting the medical device, biotechnology, and pharmaceutical industries, including the Food and Drug Administration Amendments Act (FDAAA), the Medicare, Medicaid and SCHIP Extension Act, the Deficit Reduction Act (DRA), the Medical Device User Fee Modernization Act, the Medicare Modernization Act, the Kidney Care Quality Improvement Act, the Screening Abdominal Aortic Aneurysm Very Efficiently (SAAAVE) Act, the Access to Better Choice in Dialysis (ABCD) Act, and the U.S. Patent and Trademark Fee Modernization Act, among others.
Ms. Lockhart’s areas of practice include, but are not limited to: cardiovascular, neurovascular, and peripheral vascular devices; orthopedics; cardiology; neurology; infectious disease; immunology; oncology; and nephrology. Her policy knowledge is focused on Medicare reimbursement for and FDA regulation of drugs, biologics and medical devices.
Ms. Lockhart served as Executive Director of the Coalition for Dialysis Patient Choice from 2005 to 2007. In this capacity she managed all federal activity for the Coalition including submitting hearing testimony, identifying sponsors and co-sponsors for legislation, and representing the Coalition in meetings with Members of Congress and their staff, as well as policy-makers within the Administration.
Ms. Lockhart previously worked in corporate communications for Healthcare Realty Trust, a Real Estate Investment Trust (REIT) in Nashville, TN. Tamar R. Thompson
Vice President, Reimbursement & Health Policy
Tamar Thompson is a health policy and reimbursement strategist with extensive experience working with
governmental agencies, private payers, Congressional leaders, and
patient advocacy groups to improve patient access to existing and new
medical therapies. She has more than 10 years of leadership experience
in health care, including the ability to develop strategic and tactical
recommendations to ensure optimal reimbursement for products.
Ms. Thompson joins Kimbell & Associates from Avalere Health, where she
managed a diverse portfolio of clients, including medical device,
biotech, pharmaceutical, and specialty drug companies. Prior to her
work with Avalere, Ms. Thompson was Director of Health Policy &
Reimbursement at Molecular Insight Pharmaceuticals (MIP), a Kimbell &
Associates client. At MIP, she was charged with developing and launching
reimbursement strategy for cutting-edge molecular treatments.
Ms. Thompson has also worked for Bracco Diagnostics and GE Healthcare.
She holds a B.S. in Health Care Management and is currently completing
her M.S. in Public Health. She also holds active certifications from the
American Health Information Management Association as a Certified Coding
Specialist (CCS) and Certified Coding Specialist - Physician Based
(CCS-P). Ms. Thompson is a proud 15+ year Air Force wife; her husband,
Carl, serves at the Pentagon.

Lindsay F. Shore
Director, Government Affairs & Policy
Lindsay Shore is a health policy advisor who most recently managed legislative and policy issues for a very active member of the House Ways and Means Committee and House Leadership. For the past three years, Ms. Shore served as Legislative Assistant to Congressman Eric Cantor (R-VA), Republican Whip, where she worked on a wide variety of healthcare issues. Specifically, Ms. Shore advised the Congressman on policies considered by the Ways and Means Committee, including all aspects of current health care reform, intellectual property rights in pharmaceuticals, the Medicare Competitive Bidding program, regulation of Health Savings Accounts, and Medicare physician payments.
Prior to working for Congressman Eric Cantor, Ms. Shore served as a legislative correspondent on tax, banking and finance issues for former Senator Mel Martinez (R-FL). She has also held several impressive internships, including in the Office of the Vice President at The White House and with the American Enterprise Institute for Public Policy Research (AEI). She holds a BA in Political Science from the University of Richmond. She is engaged to former House Republican Conference policy analyst Justin Hanson, and is an active member of the City Choir of Washington, led by Grammy-award winning conductor Robert Shafer. Ms. Shore has sung at the Kennedy Center with the National Symphony Orchestra, at St. Paul’s Cathedral in London with the London Symphony Orchestra, and on the West Lawn of the Capitol Building in the nationally-televised ‘Capitol Fourth’ Independence Day concert, among other venues.

Kyle Manning
Manager, Operations & Finance
Kyle Manning serves as Manager of Operations and Finance and has been with the firm for about a year. Mr. Manning oversees the day to day operations and financial management of Kimbell and Associates.
Mr. Manning previously served on the Communications and Marketing Department staff of the Heritage Foundation, where he was responsible for developing a number of policy papers, press releases and administration of one of their policy Blogs. Mr. Manning has also served on the staff of the Courier-Journal in Louisville, KY and the Tennessee Titans Football Organization, overseeing operations at both organizations.
Mr. Manning graduated from the University of the South in Sewanee, Tennessee, where he received his B.A. in European History while also accumulating a German Minor. He is still active with the University, serving on the Student Alumni Leadership Council.

David Coghlan
Associate
David Coghlan joined Kimbell & Associates as an intern in October of 2009.
Currently a junior studying at Georgetown University, David is pursuing a major in International Politics with a concentration in Security Studies. He previously worked in the Washington, D.C. office of Senator Norm Coleman, and spent the last two summers as an intern at The Frontier Fund, a public managed futures fund in Princeton, N.J.
Originally from the Princeton area, David has spent time in Minnesota, Belgium, and England, and holds both U.S. and Irish passports. His favorite hobbies include skiing, grilling, following the Minnesota Twins, and watching “30 Rock” with friends Thursday nights.

Kenny Hodge
Associate
Kenny Hodge joined Kimbell & Associates as an intern in June of 2010.
Kenny studied Biology at the University of Louisville, earning his B.S. in the spring of 2010. He previously played varsity tennis for the University of Kentucky. While at Louisville, Kenny volunteered as an assistant coach for the varsity women’s team while also managing a restaurant franchise. Kenny also co-headed a junior development program at the Louisville Boat Club where he worked for 3 years.
Kenny has spent time playing tennis all over the United States as well as in other countries, but he also enjoys cookouts, music, golf, the show Royal Pains, and a relaxing day on the water.
